Most CD level can be beaten under 5 minutes even if you're spending most of the time wandering around in circle.

Sure but if you want to just chill and fuck around time traveling and, after you've destroyed the generator, visit the Good Future version of the level, you'll promptly get a Time Over on the fan remake. Original didn't have this issue, you could time travel a lot of times and the timer would always reset back, which let you explore as much as you wanted.
There's no real reason to remove this mechanic other than an oversight or glitch.

I like it the first playthrough but I rather just play the original games again rather than ever boot up Mania.

Mania is a fantastic game and blows away both Sonic 2 and 3&K in terms of sheer stage quality consistency. The issue is that nearly all of the main boss fights are horrendously bad. Every time I replay it I have tons of fun that comes to a screeching halt because the devs thought it would be positively hilarious to have ANOTHER level end with a gag that only works once or something that would have felt more mechanically at home in one of the trashy Dimps games.

There isn't a single stage in Mania I think is particularly weak outside of the shitty bosses. Sonic 3 starts strong but hits Marble Garden and Carnival Night quickly, both of which are terrible. & Knuckles starts with Mushroom Hill which is just okay, same with Sandopolis.
