Yuji naka was the creator of the original, for sequel he wanted to make time travel stuff but someone didn't want that (still got used on sonic CD).

I think the joke is that the guy claims to have worked on Sonic 2 yet his name is nowhere to be seen on the game's credits.
In general the STI guys claimed they were basically the creators of Sonic 2, yet they were all diminished to level background ideas (and not even, apparently) and 2 code monkeys who made the bonus stages, rest was all Naka's japanese team.
There are some westerners on Sonic 2's credits, but Cerny is not there. Yet he always uses Sonic 2 as a sort of CV item when he presents himself
