This was the second Konami game where they bought Nintendo's cartridges instead of making their own (the first one was Majou Densetsu II). The most likely explanation was that the demand for Top Gun was so huge that their relatively modest cartridge production line couldn't handle it. The Famicom release is mostly similar to the NES one but you're not fighting in the Middle East, just a generic map that doesn't look like any place in particular.

They were the ones running the show, not "kids". The average kid would get like 2 games a year. The average teen/adult would buy and rent dozens of games per year.This isn't one of those "uncultured boomer uncle buys this for his nephew because it appeals to him and he doesn't know better" games, it's one of those "uncle buys this for himself and enjoys it" games.
