Yes. Those are basically as simple to emulate as GBC so any of these handhelds will run J2ME even at 20x the speed.
The problem is controls. A phone dial pad is way different from a D-Pad or an analog stick and playing these games can get confusing because of it. The default controls in RetroArch are extremely fucking confusing (I tried it out a few days ago). I guess a keyboard with a numpad would be the best "controller" for this. Or a numpad-only keyboard. In which case you should only look at devices which have Bluetooth or support USB peripherals.

And the controls aren't that confusing as long as your device has 4 face buttons and two sets of shoulders. The standard for mobile controls is 2 is up, 6 is right, 4 is left, and 8 is down. I actually do appreciate the idea of the Rotate now that we have specs.

It has a smaller footprint than the Brick and weighs nearly the same, but has a functionally much larger screen for a lot of systems (.4" larger than the Brick for GB/GBC, for example). And it's only .1" smaller than the Brick for 4:3 content.

It's also one of only a few tiny Android handhelds. It has a bigger screen than the Zero 28 for pretty much everything, and is situational when compared with the Pocket Micro. It's actually not a bad option to have in the limited mini-Android niche. The only downside is the small battery, but it should be in the same ballpark as the Micro.
