Bowser would fall back to the other side of the bridge (like a scared little bitch) and cut it so Mario couldn't reach him. But in the end he panics and starts throwing hammers, and Mario sees the axe and is just faster at getting to it than Bowser, since Bowser is a big ass piece of shit.
