Was this game developed with help of Treasure Co? I can't find anything pointing out but the game itself has so many gimmicks with screen being messed up, assets moving in ways that imitates rotating pieces, boss rush with a dice roll system and the typical enemy made of little pieces moving like a humanoid, there are way too many coincidences when you compare with their games

Yes it was ghost-developed by them. Konami denies this and they have their own ofgicial narrative. Treasure also ghost-developed Buster Busts Loose, Rocket Knight, Bucky O Hare, and Contra 3

you're conflating the two because treasure games are a continuation of what the internal "star team" members were working on in the following years before they left konami. the style is unmistakable and of the era

there are several konami games notable for being designed and worked on by some of these team members before they formed treasure, i'll list some
- rollergames
- simpsons arcade game
- axelay
- super castlevania
- contra 3
- bucky o hare (nes and arcade)
- castlevania: the adventure
- laser invasion

extra: nobuya nakazato is someone who bumped elbows with these staff members a lot, so much so that his games like rocket knight adventures & contra hard corps would give you the impression that treasure was somewhat involved, i say that because he stuck around. i hope this makes sense

I've search proeminent members of Treasure in mobygames

No one worked on Bloodline,Rocket knight adventure or Hard corps

Some members did work on Contra 3 and Bucky O Hare
One guy work on axelay

Konami did bury a deep "Treasure" underneath their genesis titles for sure

It doesn't really seem that the Treasure guys really worked on these games though.
Looking at the credits, the Bloodlines guys seem to have worked in few games before it, but none worked innany Treasure game afterwards.
However I remember reading that the Bloodlines team was advised by the IV team, so there's that.
The Tiny Toon guys seem to be more from the Goemon Team, again nome of them worked in any Treasure game afterwards.
