I'm gonna say Final fight simply because I have been exposed to the franchise more. So I just assume it was managed better because of relevance.

Overall Final Fight had more impact. Even if you think FF2 and 3 are bland, at least FF2 was a huge seller, and 3 tried to freshen things up a bit with multiple paths, though obviously an SNES game released in late 1995/early 1996 was too late to ever be relevant.
