I'm a little bit younger, mid 20s and I'm not so sure if restricting your child from modern things is such a good idea. My parents basically did the same thing to me growing up, they wouldn't let me get a smart phone when those started proliferating, they wouldn't let me use Myspace or Facebook, the newest console I had was a Gamecube(until literally 2015), all the movies I had were from the 80s and eventually they got rid of cable in favor of being an early adopter of Netflix streaming which if any of you guys had Netflix streaming back when it first came out you'll know all it had was pretty old shit. This turned me into a complete social outcast in my school days, I couldn't relate to literally anybody. I almost made a few friends here and there but they faded away because I couldn't talk to them online or they wouldn't want to come over because I didn't have anything to do that would interest them. And now I'm a bitter young adult that hates everything around me because my tastes were shaped by the products of yesteryear. I don't hate that completely, I enjoy enjoying these things from before my time, but I do constantly wonder how things could have been if I had the things everyone else did.

2. Do not give them any access to internet or phones
3. Make retro games their only form of entertainment
4. Only allow them to socialize with kids with the exact same restrictions.

There you have it. Hopefully you live in America and not some commie yuropoor dystopia that would restrict this.

Reverse psychology. Keep your retro games somewhere separate from their new slop. Discourage them from messing with your stuff, but don't outright ban them from it, or lock it away somewhere they can't actually get to. Tell them they wouldn't like the games for being slow, having bad graphics, being hard, or just being "old".

Also limit their internet access for reasonable reasons and prohibit them from spending money on bullshit like microtransactions or in-game currencies. That's just good parenting advice in general, but if you cut down the amount of time they can play multiplayer games, they'll end up playing more singleplayer games. And either they'll like the challenge of retro games, or they'll prefer the handholding of newer games and there's really not much you can do about it.

provide a curated experience.

Choose a selection of really good co-op or swappable 1P games that are geared toward children.

emulate, and use wired controllers (Bluetooth just doesn't work).

big screen, not touch screen.

play with them, not against them.

don't get sucked into the original hardware / X mini meme; imitation consoles provide a mostly shit experience.

Example: I played Land of Illusion, Yoshi's Island and Streets of Rage 2 on a Chromebook with HDMI out to TV and two wired controllers with my 8yo son and he really enjoyed it.

Retro racing games for example were obsoleted with 3d games because that genre just sits better in a pure 3d space than whatever they tried to pull before that (sprite scaling/pseudo 3d/top down/etc).
