It depends on how much of a retro game you mean; there are still a lot of great games on PS1 and PS2.
If you look further back in time, the first and only best game of all is Mario Andretti Racing on the Sega Genesis-Mega Drive; it was way ahead of its time, both in terms of gameplay and graphics.
The graphics, despite the 16 beats, are very close to the PS1; the pitstop images are realistic. Regarding gameplay, you can choose the type of tires, the engine, the brakes, the duration of the pitstop. The more you win, the more money you earn to upgrade the car. You can also choose between Indy, Stock, and Sprint modes, as well as different views. It's basically the ancestor of Gran Turismo.
It was my first racing game, and I still play it today with the emulator; it's still relevant.
For me, it's an unbeatable masterpiece for that early console era.
