You don't have to be that fast, just fast enough to clear trash sent your way and use the resulting blocks to make chains, which does require some finger speed, but what it requires more than anything is having "the eye" to quickly recognize opportunities for making chains. The SNES version makes this easier than others because of the slowdown, which gives you more time to react.

I was able to clear Pokemon Puzzle League story on hard. Feel like super hard PPL feels easier than the later levels of Tetris Attack.

For me it's the opposite. I can clear Tetris Attack on Very Hard (not easily, but I can do it), but PPL kicks my ass. I think it's because I learned to rely on TA's massive slowdown when clearing the screen of trash to create massive chains, which PPL doesn't have.
