Yume Penguin Monogatari, Akumajō Special: Boku Dracula-kun, Kekkyoku Nankyoku Daibōken, Twinbee 1-3, Gimmick!, none of these require Japanese knowledge to play, though you'd want to translate or look up the story if you're interested. The Ganbare Goemon games are also really good, but probably too Japanese heavy.
