Wagner's Ring was actually more based on the Nordic Völsunga Saga and the parts in the Poetic Edda than on the Germanic Nibelungenlied (because back then, the Nordic sagas were thought to be older and more original versions of the story). And Tolkien obviously was very interested in the story of Sigurd and the dragon, he even wrote his own version of the story in verse form called The Legend of Sigurd and Gudrún, where he changed some things he felt the Völsunga Saga had gotten wrong compared to the older story fragments in the Edda, can't remember the exact details now. Sigurd also reforges the shards of his ancestor's sword similar to how Aragorn's sword is reforged in LotR. But to call it a 1:1 ripoff is hyperbole.
