Yes, it was entirely to prevent crt burn-in. The last game i remember that did it was Dead Rising which turned out to be unnecessary because burn-in doesn't happen on an LCD unless you leave it on that exact screen for literally years.

These attract modes were - in arcades - precisely as they sound. To show off some cool gameplay to attract your attention and put your money in the machine. This trend was kept for a lot of home console games because 1) it worked for displays in shops and 2) people were still just following whatever was done in arcades as that was just the done thing. You'll see attract modes fall out of fashion in home games in the early 2000s as the arcade cabinet was no longer the guiding force of the industry (as in, what is in the arcade will be in the home in the next 5 or so years).
