I suggest a methed out, or rather jethead violent gambler. The kind of guy that would sell sulik to get the extra coins he needs to make it big in New Reno so that he can buy more Jet and fuck all the whores.
A unarmed build might be fun for it as I imagine a lot of bar fights with this schizoid Chosen One.

Burn every single NPC with a flamethrower, leaving every location empty, except for the never-ending junkies in The Den.

To get enough fuel, you can use Algernon, as he gives back fully stocked improved flamethrowers and upgrades 5x fuel into 10x improved MK2.

Absolutely not. Being evil in Fallout 2 never yields more exp than picking the goody two shoes option. There are multiple cases where asking for a reward gets you half the exp than being some altruistic moralfag too.

To be evil in Fallout 2 without just genociding literally everyone you have to be okay with essentially bricking your character's exp gains and ability to access quests by selling Sulik to Metzger and getting a slaver tattoo on your forehead. This is a demarcation point in the game where every quest you'll be refused from helping would generally give you a lot of exp, you'll be left with like 1/2 of the overall content accessible but some good lines and evil shit you can do.

You can rape a woman in Vault City if your character is male, for example.

You can just farm alien encounters on the world map for 3.8k over and over. Quests in Fallout 2 don't even matter from an exp standpoint beyond the early game.

Yeaaah but it is kinda boring compared to questing and quest-related combat like the Bishop Raiders or Vault 15 Raiders. Someone needs to make a mod that not only balances exp gain between good/bad more but also reduces the amount of karma you gain for all sorts of shit. It's way too easy to just accidentally get shitloads of positive karma without trying, and barely any interactions besides the obvious (genociding randoms, child killing, slavery) give negative karma.

If you just put points into sneak you can avoid 100% of random encounters without savescumming.
