I knew enough about Numenera as a setting to avoid it until proven otherwise, and that never happened. It also just looked like it was trying too hard to be a "spiritual successor" to Planescape to the point it was off putting.

I've always wondered if the game goes in a completely different direction since that was more post apocalypse, while Tides always looked like a Planescape ripoff and doesn't exactly hint that with the little art I've seen of it, but hearing that it's not all that surprising
