RPGs should have a charisma check for just being able to initiate conversation with random townsfolk alone. It's far from plausible some stranger wandering around a town hitting up everyone for information to actually happen. The way townsfolk are in most games are just a method for game masters to information dump onto the player rather than playing a more simulation aspect.

A stranger visiting some small town would be interesting to most locals. Someone new to their small and generally secluded community.If that stranger is sporting all that cool-looking gear and has outlandish companions then just looking at all that closer will make their day most likely.
