just don't put skill check stats on equipment. just make them give you the stats while sitting in inventory if you want that kind of thing - in that case put them on a tool set or something for repair, etc. It's so obvious I bet they thought of it and somehow it's impossible in bethesda's engine

Bad design and kills build variety.
Equipment should only be re-equipable at home/camps, that way it prevents you min-maxing every encounter without killing builds outright and your character can only carry 1-2 swords/wands as alternatives. Not a whole armoury.

Getting dressed up for an important conversation is completely in-character for Fallout.

Jsawyer Ultimate rebalances bonuses a bit, but yeah, even then it's usually not great, not worth the effort to carry some outfit around just for small bonus, even if it's like +10 when rebalanced. Much better to have those skill magazines, especially with a perk that gives you +20 from them.

if you have a magical lock picking vest, sure, it makes sense to carry it around instead of any other useful item
be careful, though, while you're putting it on you risk a monster sneaking up on you

this is true. but imagine if you had to go back to your room because you can't carry everything with you and you can't just change your pants in the middle of the street. you would probably not bother for trivial conversations, but you would definitely do that to prepare for more important conversations, and it would feel pretty immersive. if you care about that sort of thing
