What actually stands out here is Fallout 3 since its uniquely set in an active full scale urban warzone, surrounded by one of the worst backwater shitholes possible, without any government but a few enclaves of warlords and tribes which scuttle trough a radiatetd wasteland that is overall a really, really bad place even for Fallout standards. Like governments, administration and basic society and infrastructure exists everyhwere in the franchise in abundance sometimes with trade, farming, recreational activities and people who travel for fun and all that. Meanwhile in Fallout 3 leaving your reinforced compound without mercenaries is borderline suicidal and the handful of people living there have almost no contact to the outside world with even the brotherhood cutting communications. The capital wasteland is compareable to the worst parts of rural liberia or somalia in the universe and the one person from outside will outright inform you about his disdain for the shithole you exist in. So its no wonder that in that barbaric shithole things like open slavery are just a normal thing but it also makes a lot of sense that in the civilized parts that is not case.
