Because the creator wanted the setting to feel as "alien" as possible and Indian stuff was quite popular yet foreign to the mainly Western/Commiefornian demographic (e.g. Yoga, New Age spirituality, etc.). Without later retcons I always assumed shady sands was older than the point that vault 15 was abandoned because only that girl at the gates mentions being from it and implies it just happened.
