How come we don't get RPG shmups like this anymore?

this game has more in common with those old "desktop destroyer" stress relief "games" than with other "shmups

Tyrian the game that neither rpg fans nor shmup fans care for.

Shmups aren't fun because of their "exploration" but because of the constant risk-reward decision making you have to make, something that Tyrian fucks up royally with rpg mechanics.
And rpg fans aren't going to get anything out of it either, just a midwit action game that's too easy and bloated

Tyrian was the Call of Duty of shmups.
Health bar instead of fucking "lives" were a sane step forward, but the shields mechanics broke it.

It was suits and paid reviewers that made 2D games disappear for a decade or longer. Also technology, pixel perfect collisions suck with modern rendering, 3D models and perspective makes those games barely playable.

The lack of innovation is the worst part, because business and preferences change over time while mediocrity remains.
There must be something new to alter the arcade gameplay. Story, health, shields, limited ammo and fuel, altitude change, levels with different objectives, FUCKING ANYTHING.
Otherwise it's a clone of one of three 80s arcade games, released over and over again.
Show me how many studios tried to actually do something creative with those games.
I say it would be mostly shareware titles for PC that disappeared in late 90s.

I think the major issue with this type of reasoning is that you're essentially pointing at an effect and pretending that it's a cause.
Shmups are not popular because people, at a base level, do not enjoy playing them. It doesn't matter what you do with the gameplay, unless it's allowing the player to skip it entirely with RPGslop like with Tyrian / roguelites such as Isaac, etc. So any idea you could have is completely meaningless for the sake of this discussion.
Keep in mind that even Ikaruga, which everyone pretends is popular, only sold 300k copies combined across DC, GC, XBLA, and Steam combined over the span of two decades. This is comically low for a videogame. The truth is that people just don't like shmup gameplay, if a game just has that, people will not buy it. So shut the fuck up already. It's plain as day that you would never like playing a real innovative shmup like Hellsinker or Suwapyon 2 or Under Defeat either way, so you don't have a right to bitch.

Cuphead was massively successful and 25% of it was very basic shmup level design. 2D platformers haven't changed much in general and they're still successful, constant innovation and uniqueness are overestimated, they aren't that important.

I think people are just ignorant about shmups they don't understand them or what is expected. They don't know how exciting they can be, it's pure ignorance. Right now there's so few titles on the market it's impossible to get the effect of market oversaturation I have described. 2D games, "classic" genres- it has just recently returned to be sort of mainstream after almost two decades.
Old enough to appear as new, "wow effect", and so on.
In the same way you could release a 1:1 copy (in terms of a gameplay and presentation) of a 90s point'n'click adventure, an isometric C&C RTS game or a FPS corridor shooter featuring oldschool maze- like maps and nobody would say "meh, I have seen it before".
