Skills and attributes should not affect your rate of XP gain

There are very few games that do this, and the ones that do have those skills/attributes exist for the sole purpose of influencing EXP.

The only exception I know of is ADOM, where your speed (and thus cooldown between turns) has a significant influence on your EXP gains, but this makes sense as being able to act twice as much as an enemy can trivialize just about anything in the game, and something that can act twice becomes a "do or die" encounter.

Captive, both DOS and AMIGA (wisdom influences battle exp gain significally, high wis droids always outpace low wis)

M&M 6-8 (learning skill)

Wizardry 8 (not EXP rate per se, but still counts as 2 corresponding attributes influence a skill, said attributes basically determining if you will be able to max out that skill by just using it or will be forced to spend skill points you get on leveling)

Age of Decadence (intelligence increases bonus skill points gained by completing quests)

Jagged Alliance 2 (wisdom increases attribute growth rate and teachability)
