Anyone can make some long convoluted mess of a dungeon that takes hours to complete but that doesn't make it good. I feel like a "best" dungeon should make you excited to delve into & explore each room. For me in that case, it's Ultima Underworld, Arx Fatalis, and Icewind Dale and as you'd expect, these games were designed around their dungeons.
