People all around the internet quote DoW all the time. You should also consider that the games have fully voice acted campaigns with a bunch of cutscenes and great VA performances up until soulstorm, it's really not fair to say that DoW had bad voice acting just because units don't have a ton of variety when it's way more variety than a lot of other RTS games. No idea how you could possibly have that opinion unless you played the original DoW with the default audio options which make the voicelines very crunchy while also turning off randomization, in that case you do get the exact same voicelines over and over but that's your fault for not changing the options.
That thread is also not proof of a general dislike for the game's audio it's just people hating on soulstorm, it was very controversial when it came out because of how janky rushed and soulless it was.

It's all based on their experience level.
High level units are cocky and respect you, low level units are nervous.
Despite the variety I found it got repetitive on a campaign because it's very easy to get them to max level and you never get to hear their green voicelines outside of like the command vehicle.

You can trigger cocky voice lines on first day with no veteranship. Its linked to units defeated. Go as russia week 1 and let your tank go gunho in euro while covering it from gunships and you will trigger them.

There are separate veteran voice lines though and they are different.

No other RTS developer has put as much effort, quality and variety into their unit VA than Westwood Pacific/EALA, from RA2 all the way to the death of the series in C&C4 they were hitting it out of the park.
They also had these neat idle animations for infantry, I don't recall anyone else doing the kind of funny little stuff you'd have to actively look for to notice, like Nod militants violating gun safety rules. Peak soul.
I think Homeworld and DoK come close though. Units in DoK could have entire conversations between themselves based on what was going on, it felt incredibly immersive.

C&C3, RA3 and C&C4 do that. They also have different lines for being merely in combat and being actively shot at.

The voice acting in AoE IV does that and it's incredibly underrated.
When they're in combat the voicelines also have this reverb to them that makes it immediately obvious that they're engaged, it sounds pretty good.
