He's the QA manager, he doesn't have the power to decide what's free and what's paid for, what's DLC and what isn't. In fact, he doesn't even have the power to reject a release for failing to meet quality standards or require that changes, fixes or improvements be made.

As a QA manager his job is to manage the QA team. The QA team does (largely last-minute) testing, makes notes and then submits a compiled list of suggestions to the production team. Across the industry in 99.9% of cases, the QA team doesn't touch the product until it's already too late for any of their responses to make it into the release, it's entirely the discretion of the production lead which suggestions are taken seriously (if any) and release windows are decided several levels above anyone who actually works on the project directly. When a product does not meet quality standards, the QA team may recommend that the release be delayed, but no developer would ever delay a product based on the feedback of an internal QA team, ever. As far as they're concerned, they can just patch it later, after they've made the money.

This recent string of Paradox QA leads across various games being made to march to Canossa is a clear pattern. Obviously the QA lead is not to blame, what the fuck can they do? "Please don't release this garbage broken mess before you implement these numerous requested fixes and improvements" is about all they can do, and you can bet your ass that they do it. Paradox is just throwing them under the bus to distract from the fact that these garbage underbaked DLCs are rushed out by business suits desperate to milk their captive audience and keep their struggling financials afloat. You won't see the person who greenlit the release apologizing, instead they'll make the QA lead apologize on their behalf, upon threat of unemployment.

In some ways your right, there's some dumbass marketing executive who decided that this DLC concept and the budget it was given were good ideas, but at the same time QA is a lot like HR. It's not there to protect you, it's there to protect the company.

Yeah, was I just really lucky or something? I worked in a few differently sized companies providing software for different industries and they've all cared at least a bit about the product not being shit and accepted delays happen. Clients would also rather get something delayed than not working and both sides would sit down and figure it out like normal people if it happens. Maybe B2B clients are just different and retail can get fucked.
