Unless you're playing Necrophages you're not going to get any megacities since you're very limited in how you link provinces. It's still possible in theory to fill up entire provinces with city districts, but so far I've won one game as Tahuks and one as Sheredyn and in both of them my cities were still small even at the end of the game. Between the fairly steep cost of adding new foundations and the fact that you spend the same currency to claim new provinces, found new cities, as well as plenty of non-city things like diplomacy, it's just not economical to make huge cities unless you specifically build towards them (which seems highly suboptimal to me anyway).

I know people are complaining about the UI but is it just me or does the endgame feel so anemic? I feel like I'm just doing just standard things and then suddenly victory. Necrophages are too weak. They gave me a hard time at first, but once I focused on dealing with them I just started clearing out city after city until they were dead without even losing a single unit. And that's BEFORE I discovered that leeching palanquin are tactical nukes.Also I beat the game before I even finished the story, so who knows how that broken lords storyline ends.

I swear Necro are hard coded to start next to Tahuk if you play them. I just wanted to try them out outside the miserable early game and i kept getting them right next to me to the point i just disabled them just so i could try out the later units. So if you built next to an anomaly you got it's benefits from claiming it in your city zone. You would need to spend 55 influence and wait for the first lab to get the anomaly in your city and you can build 2 labs on an anomaly anyways.
