The problem with democracies in most of these and why nobody plays them is that they make them boring and bland. Often electing different people just leads to a palette swap in the pie chart without any unique content. And if they do, it's pol-sci garbage like in most of TNO where all you do is dealing with bread and butter real life inspired politics. Democracy gets treated as either weak, or "the default good guy", or both. So you get the worst of both worlds: mechanical punishments and content that's less interesting than the alternatives.

I think HOI4 was the first one where democracies were allowed to start wars, but even then most mods don't let you declare as *any* government type unless you've unlocked some focus that gives you a casus belli.

What World Tension should be is the Axis playing "Don't Wake Daddy" while the Allies are trying to diplomatically contain and/or appease Hitler. The Axis do not want the Allies to go to war for as long as possible, the Allies have an incentive to deal with Germany quickly. But that's not how it works in game, instead the Allies do nothing, the Axis raise world tension, and in multiplayer you aren't allowed to deny the Axis anything historical because it is 'unfair' - which is fine, but shouldn't there be other alternative mechanics that serve the Allies's purposes of containing the Axis?
