Out of the habitable areas of the map, sub-Saharan Africa always has the lowest province density to where fighting wars there just isn't fun even if you're super into the region for whatever reason. TNO, of all mods/games, actually did a good job here by adding a bunch of states to each country instead of having things like Angola only being split into two or three giant blobs (like its states are in Victoria 2), only to waste it by barely giving the area any lore. Over on /asd/ I posted a map I made of South America with higher province density (since it's another region often suffering from low province density in paraslop), right now I'm chipping away at Africa doing the same thing so that sending your ngubus to fight neighboring ngubus is more involved.I suppose it's like this because no one who makes these games gives a fuck. Most armchair historians' perception of Africa is that it was a place colonized by white people, then the colonies there were set free in the 60's and most of them became corrupt shitholes, not very exciting stuff. From a vidya standpoint, most of the wars people can name didn't have campaigns in Africa, hence the low focus on the region and the aforementioned low province density (South America's low province density is like that for the same reason). It doesn't matter if someone like you, dear OP, knows about the Second Congo War, or for that matter the civil war happening right now in Sudan, and is aware of those conflicts' potential in wargames; supply must meet demand and the demand of people like you isn't enough.
Imagine a SimSafari spiritual successor. Already in that game you had to manage the park, your tourist camp, and the African village. It was pretty comfy.

Those who want action play more actiony strategy and those that play city builders are usually comfyshitters who don't like when their sandcastle is kicked over. Trying to simulate a territory in Africa will inevitably lead to your city being swamped in a violent physical quagmire or an economic one. You'd be juggling ethnic groups unless you are in an ethnically coherent place and then you'd juggle international vs local pressure as you try not to get rugpulled by a 1st world power. The best you can hope for is becoming Botswana, Namibia or the Seychelles.A purely guerilla military game would be less niche but now risk being dogpilled for racism or something or promoting war crimes.
