Twisted Insurrection is one of the only ones I would say is "finished", but it has some kind of janky balance.

I always wanted a mod for C&C: TD and TS that was in the Company of Heroes engine. It'd make for an interesting game, especially on TS, being able to see all the things like Stealth Tanks, Hover MRLS, Disruptors, etc up closer than the TS engine allows.
