Burgundy, as in the 14th-15th century duchy. Granted there is no chance for it since Europe is already packed with civs and France and Netherlands already make Burgundy redundant, but I still find it fascinating and would like to see it in game. Have it be like a cultural and mercantile civ with UU that's knight in Burgundian armor. Two leader, Philip the Good as the administrative and focused on city states leader and Charles the Bold as the militant leader.
