To be fair Old World is a rare game where you really don't need the DLC, some are pure faction/flavor adding and the others while adding mechanics don't add anything too drastic. I'd play my first game without DLC just to learn the core mechanics

Some of those DLCs are little side campaigns that don't affect the main campaign content if you still want to get a subset of the DLC.

Old World actually feels like a complete game without the DLC in the first place, so I highly recommend just starting there and then buying the DLC if you like it.

Looking at Stardrive, Stars in Shadow, and Distant Worlds, and Age of Wonders Planetfall, are any of these worth the pickup? Any other good 4x recommendations?

I tried Old World but refunded it

You do though, you decide where to put the urban tiles and specialists that expand borders. Preset city sites prevent all problems with city sprawl and make sense thematically since you're in an OLD WORLD and any viable settlement locations would likely already be occupied by some mudhut nigger/snownigger tribe that you have to evict
