I like some of DEI's ideas, but not others. Pops in particular punishes conquest in a way that means your progress will be really slow.

I did something like that, got the GC on the Imperator Augustus map mod, tweaked the Population (People of Rome) mod to work with all units, did some changes to victory conditions, added a mod called Greek Reforms to give upgradeable units to the Hellenic factions, added some other qol stuff, and good reskins. I like it.Honestly, the only thing I miss from DEI is changing capitals and selling regions.
