Flash gaming was full of zombie games, including occasional strategy games, too.>Autumn WarA very old and primitive game with rather atmospheric visuals.>Shattered ColonyA well-made defense/management game with randomly generated cities. I played this a lot.>Rebuild series> Turn-based survivor management. I remember R2 having different endings, one of which had your colony succumb to a zombie cult - pretty messed up.
The Lotus Clan has to be the most gruesome, freakish, weirdest and cartoonishly evil faction in a strategy game.
