I know videogame music is a little passe, but do some STRATEGY game tracks really hit you? The music in these games is often focused on the grand endeavours of nations juxtaposed with the quiet, tragic fate of individuals ground up in brutal war. I think that's really evocative. I've cried to some of this music.

Rome Total War main menu theme always gives me chills whenever I start up the game. I don't think any other Total War game comes close to the atmosphere RTW had.

I really liked the original Civ 5 title theme, it really gave the vibe that you were embarking on a grand adventure to build a civilization. The title music replaced by the DLCs isn't bad but it just doesn't hold up to the vanilla one.

EU3 as OP's example makes me sad, because EU2 had a wonderful soundtrack of real historical music, and it was reactive to the timeperiod you were playing in. The start of the game had medieval music, up through the renaissance, and the late game had baroque music. There were some killer Bach tunes, and who can forget fa-la-la-lan?

I genuinely sometimes booted up the game just to listen to the main menu music. I was so upset when the expansion changed it. At least until I found the option in the settings to turn it back.

The game would require to have some ungodly good music to be worth listening to just that, and no matter how brilliant the track, it will eventually get stale, anyway.
I think the last game with good music was Populous 3. It had very basic music and managed to work with it, simply by applying drums over the base when in combat, completely changing the composition and complexity of the track.
Oh, right, I forgot: good music requires a proper level of complexity and composition, not just a catchy tune to hum.
