Can someone explain exactly what "+100 Possible burghers/nobles in towns and cities" means, the tool tip makes it sounds like it just increases your pop limit by 100. But I've heard youtubers talk about it related to pop promotion. I spent some time digging through pop tooltips but I can't find it reflected in a modifier anywhere.

One of the noble houses in Portugal also has like 200 living characters in it right now.The noble marriage privlege removes the -10 legitmacy hit for marrying nobles. So if you just marray all your crown characters to nobles and the remaining nobles to each other they just explode in numbers.
