Personally my "any day now I'll get off my arse and do it" redux would restrict itself in scope to the original map pre Mexico update, really hammer home on the West Coast and it's explained setting.

I don't see it ever happening but would you prefer a more chaotic civil war in TFR with less definitive state lines? I think it would be quite interesting to make it one big chaotic free for all. If you are the Patriot Front for example you could be fighting in New England, Texas, the Deep South and even rural California. Right now it feels quite vanilla to have regular frontlines, maybe make it so units have far better supply when cutoff to really get the guerrilla feel.
