Razor focused single planet and a well known conflict. Does justice to few initial but well done factions and opens the door for more by dlc, which is their main priority anyway.

They already fail in that, SM and Astra Militarum appear as separate factions instead being both part of the Imperium faction.
Just like in the failed Gladius, the Civilization-like.

Literally every single 40k game does this outside of campaigns. Idk if you know this, but you can fight two imperial forces against each other on the table top. And there are PLENTY of examples in the lore of such things happening.
