Get them hooked on hard drugs, amputate their legs so they cant escape, and wet wire them up to dedicated game servers. They act as online opponents. Available 24/7. If they win they get their fix, if not they go cold turkey. Once they burn out they go to the pig farms, there's always plenty of fresh ones to be harvested from the streets.

Remnants of the Precursors with Fusion mod Stars in the Shadow and Old World. Their AIs actually plays the games well without blatant cheating. For most part, 4X games are fun during the process of mastering them, and then only against human opponents or as an optimization puzzles against bullshit difficulties and challenges.The dude who made AI for Remnants of the Precursors is currently involved in a new scifi strategy game Astro Protocol, but it is going to be more streamlined and board gamey game.
