This isn't for "realism" purposes, mind you. I as a player was initially confused by the setup, and prepared for a multifront civil war when really I was railroaded into a 1v1. That part I won't complain about, but I will complain that too many factions at the start is confusing. At best there should be a compromise, a collection of 'neutral' states that stay out of the initial 1v1 and then they splinter into militarized factions as things continue. We have a relatively simple civil war that appears to be not so bad, and then the country explodes.

Any fork or rework of OWB to be more in line with my view of the Fallout setting would just be so encompassing it might as well be an entirely different mod.

Also this goes without saying but don't use your bread and butter infantry to break through the enemy's defenses. Lastly, and this is something people often forget, make sure that your occupation units are some form of light militia with a MP in it and not a full infantry division, and make sure you don't have a prohibitively expensive occupation policy.
