How did they manage to make a game this bad?

Seems weird because it feels like it's designed for lots of playthroughs with the meta layer. Either way though, it's a fun little narrative strategy game. i put it in the same category as Suzerain.

totalbiscuit put the last federation in one of his yearly top lists back in the day. i booted up and found it a completely awful and confusing gameplay experience. i know for a fact totalbiscuit was a complete shitter at vidya games (one of his complaints against everspace, a game i really liked, was that he couldn't hit the enemy fighters with his guns, only with the homing missiles) so that surprised me, that i'd be filtered by a game he liked.what do people who have more experience with arcen games say? was the game shit or was i a shitter?
