I was still in 1.1 a while ago because I didn't want to swap from infinite proximity builds to the efficiency versions but that was mostly because I was abusing proximity. The cav vs levies thing has also been more or less solved in my opinion, it was really bad at launch when cav sneezed in the direction of enemies and they died and then levies got mega buffed but now it seems to work just fine. In my Netherlands game I can win battles but it's not like I'm 10:1 stomping the enemy just because I have regulars and they have levies unless I'm also abusing terrain and +1 commanders which seems appropriate. If the RGO has control as well (like it's on a city) then the RGO can easily be the more profitable in the early game since the tool cost means the actual profit margin of the lumbermill is usually pretty low. As for which produces more wood, well the lumbermill is usually about half the price and they nominally make 1 lumber each so 2 lumbermills makes more lumber for the same ducats. However RGO's are easier to boost their output (especially in the early game) so the difference is bit smaller than 2x. With a very efficient late game economy lumbermills are excellent but practically the tool cost means in early game the RGO is just better idea. I think in the early game the RGO should just be better in most cases unless the control is literally 0. You can just compare the green numbers to make sure though.Just some example numbers from my Netherlands game hereA lumbermill in my cap with 100/100 has profit has profit of 0.55 per level while a lumber RGO with 67/68 has profit of 0.57 so technically in this case I should build the lumbermill but my economy is pretty efficient at this point so your numbers probably won't be like this.
