Check their likelihood of joining war, savescum if you need, often times they are happy to join for releasing Bulgaria or the like.You can also use the support sepretism button against ottomans, some of your cores may pop out.There are very few industrial goods (I think coal) in mainland Greece, one of the states in Asia minor has a huge deposit, you'll need to take it if.you want to industrialise, definitely by the 2nd war against Ottos.Once the ball is rolling you can expand as far east as you like very easily, Turkish culture has 0 base acceptance for a Greek state though, so you may want to utilise puppets if you don't want revolts, alternatively try for multiculturalism though that doesn't necessarily fix everything. Alternatively just go west, may be harder depending on how strong Austria is, bobbing into Italy may also be fun

Lots of people go for Ionia because they got PTSD from when the trade system was really bad and Coal was almost impossible to get if you didn't own a state producing it.Also putting enlistment effort will give you 10+ extra conscripts in athens. Use forced march on the army you put the conscripts in to get your army up before the ottomans blow you another hole.Start improving relations with England and the Ioian Islands on day one. Keep a watch on Russia if they lose opinion on you because you're improving relations with a rival. It's best to get those isles early.

Don't simply build whatever is most expensive. Build what will increase government budget the most. Don't look at only income, but also expenses. 90% of your budget will be spent on construction, so making construction goods cheaper will giver better returns than literally anything else.

Here's my budget at 1862. Notice construction goods alone take up 60% of all state expenses. Income tax is so small it may as well not exist. Making construction cheaper is always the correct choice 100% of the time. The second highest expense is paper, which is a literal fraction of that.
