Knowing Cover is trying to give more members sololive and the Indo branch the concert, it's safe to say they are strong enough to let Stars have some 3D content to satisfy the Stars sisters. Even though it may not bring in as much money as the regular Holo concerts, but at least the thought counts, and that's the bare minimum that they accepted

Cover is not gonna shut Stars branch down, just like how Anycolor is not gonna shut NijiEN branch down. The reputation liability is simply too big, so it's better to just "let them be" than putting more effort into it

But unlike Anycolor, Cover actually doesn't want to just let them to rot and ignore their needs, in fact, that act almost made Altare graduate, so they instead put some bare minimum effort like hiring actual Stars sisters for Holostars management and giving them standard 3D content. There is also a special game perms that became gateway for Holo perms and the bili perms, so even though Holostars may never have tens of sololives and exclusive venues, as long as the talents are happy by simply existing, then the fans are happy too, and that leaves one less headache for the company

The sad truth is that if they do badly (the most obvious outcome) on their so-called concert, then instead of having their own team and being finally separated, they will remain as literal leeches of Hololive resources. Let's admit it, the upper management has a weird fixation for the homos; they prefer to bleed money at the girls' expenses instead of terminating the branch.

It's entirely that + they have far less to focus on. The guys don't get constant events or sponsors or support, really, on top of there being a lot less of them.
They probably cost virtually nothing to upkeep and are likely paying for themselves.
