Hiring ugly girls is a big liability.
I'll droop my oshi on a whym if it gets leaked that she is ugly as sin.
They don't need to be supermodels, but they at least need to be human looking. 7/10 at the bare minimum.

Also, ugly girls don't know how to handle attention and tend to self-sabotage much more often.

Furthermore, if one of them is ugly, there is a risk that the rest of her coworkers will also be ugly, which devalues the status of the group as a whole.

Vtubing requires you to play a character, often for several hours at a time, all while being able to maintain a conversation that is entertaining to the people watching you. Most people who are able to do that are already good conversationalists and sociable IRL, and most people who are sociable IRL are at least moderately attractive because being ugly IRL is an impediment to being sociable.

It's like asking why are most athletes good looking and popular, both your personality and physical traits as a whole tend to funnel you towards certain paths in life.

Some are outright stunning, like Rushia, but having the separation of an avatar allows shy, pretty girls to be less nervous and more themselves (maybe not a good thing in Michael Cat's case, but it works to the benefit of most). It also, in some ways, makes you less personally objectified. You might put up with, or even encourage, Rule#34 of your avatar, but not many girls would put up with pornographic art of their real selves. Doesn't hurt that most vtubers are otaku of one brand or another, which is yet another motivation to stream as an anime girl.
