This is most probably the result of playing the older Tekken games like T7. She hasn't adjusted to the levels of mindless aggression that Tekken 8 rewarded. She doesn't step attacks and punish like I would expect a veteran would. She's better than a complete novice, but she's slightly worse than an intermediate player. Her nerves probably got the better of her on the day of, but Rosemi was basically no different from a complete novice in the face of the intermediate players she was facing. She should NOT have been placed in that bracket.
