I think this Twitch one is definitely fake and Twitch chuubas that are crying about losing viewers are just outing themselves. All of the Twitch streamers I regularly watch are getting their usual, and they range from dead chat culture to really active ones. The YouTube cull was actually real and provable to a degree. The changes don't seem to be anything really new, but they're being made public now; hence the complaining. If two streams max is indeed the confirmation, that is pretty harsh. Twitch, like Netflix, has been heavily categorizing its brand as 'second-screen entertainment' for a while (which is its own bag of worms), and now Twitch is going about-face and punishing especially mid-tier streamers for it.

tl;dr Fuck Ray J. A mediocre rapper who tried to legally exploit another system to earn his income, but at the same time, thanks to him, there's at least awareness of the situation. Baby steps people.

As for as the complaints of these two chuubas specifically goes, I'm not really clear what their specific problem is. I think not counting as a viewer for ANYONE when you have more than two streams open at the same time is fair enough, but I also understand why vtubers are protective about changes that might impact their revenue.
It's also strange to put this uniquely on Twitch, when YouTubers have been freaking out about Google's changes for years.
In conclusion: Who the fuck cares? Being fanboys of a chuuba corpo is pathetic enough, but being a fanboy of a particular streaming platform is just pathetic times infinity.

But majority of viewers won't be watching all those streams. At any given moment, they will just watch one of them and have the rest running on background while switching from one stream to another now and then.
Sure, you might be able to find a guy or two who has 4+ monitors and pays full attention to all different streams at the same time, but I'd expect those to be the tiny, statistically-insignificant majority
