I've written the code to do exactly this kind of thing, and it's common to push images and video through a few common pipelines, rather than specify dozens and dozens of possible cases, and then analyze each asset before deciding which specifically-tuned transformations to apply. For example when you scale up an image, you get to choose if you want to scale it in a perfectly pixelated manner (if the scale factor is a strict integer) or if you want to do some smoothing. Exact Internet ratios are rare, so everyone does some smoothing, but there's a half-dozen major algorithms for that! Some work better on images with hard edges, some work better with photorealistic images, and so on. You tend to pick a middle of the road one and let the chips fall as they may.And that's just image scaling. This is video (because gifs are just really funky videos). Because gifs are already so weird and limited, transforming them into a more modern video codec is going to be clunky, then when you're upscaling AND converting, you can get degenerate video output like what you linked.
