Personal projects like this are organized and made by VTubers. Cover just give them the OK to go ahead. If a project takes too long, it's usually (not always, admittedly) the issue with staffs the vtuber hired.
In this case, though, didn't Ina say she would draw all the illustrations for it? Probably took a while with all those works she has
