The situation at hand here, as plainly stated in the source you cited, is that Cover hired an artist to work on some project, and upon receiving the work they paid the artist. This is all normal so far. The issue is that after the "contract" (work from the artist, payment from Cover) was completed on both sides, Cover requested the artist revise their work. In recent amendments to article 4 this type of work should still be paid for properly. The confusion occurs because this is not at all a simple matter, let me give you a basic example.

Company A hires person B to paint a fence. Person B paints the front side of the fence, company A sees the painted side of the fence and thinks the work is done properly and pays Person B their due. Company A later realizes person B did not complete the work, as one side of the fence has not been painted at all, and requests person B finishes painting the fence. Person B says he will finish painting the fence, but only if they receive payment for the job. Company A doesn't want to pay, because they already paid person B for painting their fence, a job they simply never properly completed. Person B argues that because he was paid, the job was considered finished.

This is a fairly basic legal issue that, if you know anything about law, would know how to resolve. You don't even understand the basic principles at play here, so I'll attempt to simplify. In a moral sense, company A is entirely correct. They did not receive the work they paid for, and so they are correct in requesting to still receive the work. In a legal sense, in providing payment to person B they have completed the existing contract, and so person B, despite being a morally bankrupt conman, is correct in requesting to be paid to finish the work he previously neglected. Japanese law sides with person B. This does not make Company A wrong in any way whatsoever.

I fell out of watching vtubers in 23 but still like to sometimes watch big concerts or funny clips.
Seeing Haachama have a breakdown on stream makes me feel very sad because of how familiar I was with her early career.
