Pretty much. Its the almost parasitic type of thing with some Twitter people, its why so many of them end up as beggars who have the mentality of not watching their "oshis" or doing things like pirating Hololive stuff, or exhibiting very anti like behavior, because its all about gaining their own segment of clout. Rissa is far from the only person who gives those types attention, but it also causes massive stinks in the fanbase when you openly snub them, so she does a decent job of towing the line with them. TL;DR - its good marketing and can sometimes have profit from fan creations, because if there is anything they're desperate for, its to feel like the special one amongst the group. I just shrug and unless they do something to actively harm Rissa, as doxxers and antis are want to do once they've had their full of attention, I just view them as annoyances.
