Cover couldn't sell out the HoloEN concert and it would be foolish to risk doing that again with a sololive. Mori will get multiple sololives because of the Universal Music deal but Cover is already burning a mountain of money on HoloEarth. They can't afford to be too risky with the EN branch and that is why they wanted a duo sololive. This makes sure that Kiara stays in Hololive and while Ina doesn't care about idol stuff there are other things she wants from management so it's necessary for her to stay on their good side. Also the Drawn to Dawn concert will help boost fan morale which is desperately needed after the recent EN graduations.
